Governor Kotek Advocates for Senior Affordable Housing Through HB 4082

Oregon’s housing crisis continues to hits senior residents hard, and Governor Tina Kotek is pushing for solutions with House Bill 4082, designed to expand affordable housing options for Oregonians aged 55 and older through manufactured home communities.

Nearly 20% of Oregonians aged 55–64 face severe rent burden, meaning they’re spending more than half their income on housing. For those 85 and older, that figure jumps to over 35%. These statistics paint a stark picture of seniors living on the financial edge, where a single emergency could mean losing their homes.

“Too many older Oregonians are one emergency away from losing their housing,” Governor Kotek said. “House Bill 4082 helps cities create affordable homes for seniors and supports lower-cost manufactured home communities so people can age in place with dignity and stability.”

How HB 4082 Works

The bill allows cities to expand urban growth boundaries by up to 100 acres for age-restricted or manufactured home communities. Housing developed under this provision must remain affordable for residents earning at or below 120% of the area median income.

The bill represents a strategic intersection of land use reform, housing production capacity, and the specific needs of Oregon’s aging population—a demographic that continues to grow while facing limited affordable options.
