Who We Are

Foundation for Affordable Housing, founded by Tom and Deborrah Willard, is a tax-exempt 501 (c)(3) public benefit nonprofit. With expertise, experience, and care, we ease the burden of State, County, and Local Housing Authorities through the construction, acquisition, and operation of low-income and senior housing.To ensure the long-term sustainability of our communities, we take an active, hands-on approach. We understand the regulations imposed by our funding sources and diligently monitor our properties to ensure that they remain in compliance. We have a strong in-house asset management team and employ the services of our strategic partner SureHarbor, LLC to oversee our third party property management companies. Through careful asset management, we ensure resident satisfaction and positive cash-flow.

Our Mission

Our mission is to create safe, comfortable, high-quality, rental homes that very low-to-moderate-income people can afford. We believe that it is important for people to have a place to call their own, a place to relax, to welcome friends, and to live. A safe and comfortable home fosters a sense of security and self-respect that benefits not only the individual and their family, but the entire community.To achieve our mission, we employ creativity, ingenuity, and experience. The results speak for themselves: the Foundation has developed over 11,000 affordable housing units in more than 100 communities located in California, Colorado, Texas, and North Carolina. We are incredibly proud of the work we have done and humbled by the work that still remains. Financing

Financing an affordable housing community can be a complicated and time-consuming process. But it doesn’t need to be. By leveraging our years of experience and our extensive network of strategic partners, we secure financing for our wholly owned communities and assist our developer partners in funding our joint projects. We excel in acquiring grants and soft loans for projects, accessing creative financing solutions, and ensuring that our properties comply with government regulations

Our Branches

Each of our branches specializes in one particular aspect of our mission.

  • Foundation for Affordable Housing, Inc. is the financial arm of the Foundation. This branch works closely with equity partners, secures federal and state funding for the development of properties, and ensures the sustainability of our developments.

  • Foundation for Affordable Housing II, Inc. is responsible for the development, acquisition, ownership, and operation of senior properties.

  • Foundation for Affordable Housing V, Inc. is responsible for the development, acquisition, ownership, and operation of family properties.

  • Foundation for Affordable Housing III, Inc. purchases and owns land for the development and ownership of affordable housing.

  • Foundation for Affordable Housing VI, Inc. (Embrace) is dedicated to the development and implementation of [resident services programs](link to resident service programs). These programs help our properties remain safe and happy communities.

  • Foundation for Affordable Housing VIII, Inc. is a Community Housing Development Organization (CHDO)
